Software update: Philips ToUcam 1.3

CAP-Team indicates that Phillips has a update posted for the people who use ToUcam. There is no changelog to be found but there is a readme where almost everything is.

Known issues:
The application installer sometimes makes a long time-out (up to 10 minutes) between the installation of the applications. Just be patient and wait until the application installer proceeds (appears in Windows XP only).
