Via Prewestnl we are informed about the first alpha release of BootSkin. As the name suggests, this program can change the Windows NT/2k/XP boot image without modifying system files itself. In this version it is not yet possible to add a boot screen in the program. You can, however, add a bootscreen yourself via a detour:

Each skin has a filed called bootskin.ini, with a global section [BootSkin]†
and the following parameters:

Type: 0 for now
† Note: 0 is the old style boot screen windows xp does now.
† 16 color, supports a progress bar. Must be 4bpp.
Name: “The name of the boot skin”
Author: “The author name”
Description: “A description of what the skin is.”
Screen: 640x480x16 color bitmap for the boot screen. This must be 4bpp.
;Note: leaving out the below items will create a boot screen
;that does not have a progress bar animation.
ProgressBar: A bitmap that will be moved across the area defined for the progress bar. 16 colors, 22×9 pixels.
ProgressBarX: Horizontal start of the progress bar area
ProgressBarY: Vertical start of the progress bar area
ProgressBarWidth: Width of the progress bar area
